The River Reporter reports that the Spitzer administration is planning on proposing Green Building Incentives of up to $10k per home in New York State.

Looks like they're going to initiate this, latest news is that they have a '15x15 plan', where they want to reduce energy consumption by 15% by 2015 using new energy efficient programs. The $10K offered to consumers would help offset the 5% higher priced 'green material' used during construction.
