According to Sperling's BestPlaces these are the top 5 green cities in the South:

Durham, NC
Asheville, NC
Gainesville, FL
Austin, TX
Sarasota, FL

I would have to argue that Durham, NC isn't a very 'green' city, it's more like the armpit of the RTP/Raleigh area.
On a lighter note, how many states have mandatory laws governing new appliances and whether or not they are 'energy star' compliant?

What actually is the criteria used here? Is there a weighting used to take into account the population density and the like?
